Saginaw County's former county controller Robert Belleman officially begins his new job on Monday. MID-MICHIGAN (WJRT) - Saginaw County's former county controller officially begins his new job as East Lansing's top administrative official on Monday. Robert Belleman was fired by the Saginaw County Board Commissioners in June. At that board meeting, several employees and elected officials voiced their displeasure with Belleman's job performance. Belleman applied for the East Lansing city manager's job and the city council chose him for the position.
